The Situation:

The Panama Canal is one of the most strategically important waterways in the world, connecting the Atlantic and Pacific Oceans through an 82-kilometre system of locks and channels. Whilst every transit is met with its fair share of challenges, the increased size of the Neo-Panamax vessels has added further complexities to manoeuvres. These new locks no longer utilise the Mules and heavily rely on tugs for manoeuvring the vessels in and out of the locks. Every manoeuvre requires constant communication between the Pilot and the Tug captain. Having the ability to have an accurate position of the tug displayed to the pilot means that the Pilot no longer needs to rely on inherently inaccurate AIS signals. No longer does the pilot need to actively remember the position of the tug, is the tug ready to push or pull, the position will be shown as a high accurate target on the pilots charting software allowing instant well informed decisions to be made. This is a game changer.Following a competitive international tender process, the Panama Canal Authority (ACP) selected Navicom Dynamics’ Non-Portable Positioning Unit for Tugs (NPUT) as the preferred technology solution to enhance operational capability across its tug fleet. A total of 50 units has now been deployed across ACP tug vessels.

 

The Requirement:

The ACP required a permanently installed navigation solution specifically designed for tug operations within the canal environment. The system needed to meet strict operational and technical criteria to support safe and consistent manoeuvring.

Key requirements included:

  • A non-portable system designed for permanent installation on tug vessels

  • High-precision GNSS positioning with real-time output

  • Measurement of position, heading, speed and rate of turn

  • The ability to integrate towing winch and depth input for operational awareness

  • Real-time data sharing across onboard systems

  • Robust performance in a high-density, high-traffic canal environment

In addition, the system needed to be developed in close alignment with operational realities, ensuring ease of integration across existing tug workflows without disrupting established procedures.

 

The Solution:

The NPUT was developed by Navicom Dynamics as a dedicated fixed installation solution for tug fleet operations, designed to deliver continuous, high-precision navigational and vessel dynamics data in real time. Built in close collaboration with canal operators, the system was engineered to ensure consistent situational awareness across all personnel involved, supporting coordinated decision-making during complex manoeuvres. The NPUT delivers key operational data including position, heading, speed and rate of turn and the ability to accept towing and depth inputs, ensuring crews operate with a unified and accurate understanding of vessel behaviour at all times. Designed for permanent installation, the system provides stable and reliable performance in demanding operational environments, with a focus on precision, robustness, and ease of deployment across large fleets.

The Implementation:

Following the successful tender award, Navicom Dynamics moved quickly into development. Building on its trusted partnership with ACP established through the CanalPilot project, Navicom produced an early prototype for evaluation and testing. To ensure the system aligned closely with operational requirements, Navicom engineers worked directly with canal personnel and tug operators, including on-site collaboration in Panama throughout the design and implementation process. This hands-on approach allowed the system to be refined in real operational conditions, ensuring seamless integration into ACP tug workflows. Throughout deployment, Navicom Dynamics worked closely with the ACP to support installation, testing, and operational feedback across the tug fleet. Beyond the original tender requirements, additional after-sales support and system refinements have continued to be implemented to accommodate evolving operational needs. Navicom remains responsive to evolving requirements, enabling the rapid implementation of enhancements and ongoing support as needed. The deployment of NPUT across the Panama Canal Authority tug fleet is supporting enhanced coordination and operational awareness during vessel assist operations, while reinforcing the ACP’s commitment to safe and efficient transit operations in one of the world’s most demanding waterways.
